Every home rebuilt in the fire areas must meet California's updated Wildland-Urban Interface code, which took effect January 1, 2026. It is the single largest change between the house you lost and the one you will build.

The short version
Most homes in wildfire do not burn from the front. They ignite from an ember that found a way in.
Chapter 7A of the California Building Code governs construction in Wildland-Urban Interface Fire Areas. Most of ZIP 90272 sits within a Very High Fire Hazard Severity Zone, which means it applies to essentially every Palisades rebuild.
On January 1, 2026, California's updated WUI code — Title 24, Part 7 — took effect, raising those standards further. Homes permitted after that date build to the new requirements.
The logic running through all of it is that the assemblies protecting a house are only as good as their weakest opening. A Class A roof over an unprotected attic vent is not a protected house. This is why the code reads as a list of details rather than a list of materials, and why execution in the field matters as much as specification on paper.
What the code covers
The assemblies, and why each one is there
Requirements are summarised in plain terms. Your architect and builder work to the actual code text — this is orientation, not a compliance checklist.
Roofing
Class A roof assembly, with the covering, underlayment and edge detailing treated as a system rather than a product choice.
Roofs collect windborne embers. In the Palisades Fire, as in most wildland-urban interface fires, ember intrusion destroyed far more homes than direct flame contact.
Vents
Ember- and flame-resistant vents, with opening dimensions restricted so embers cannot pass into the attic or crawlspace.
An unprotected attic vent is a direct path into the structure. This is among the cheapest requirements to satisfy and among the most consequential.
Eaves and soffits
Enclosed and protected with ignition-resistant assemblies.
Open eaves trap rising heat and embers against combustible framing.
Exterior walls
Noncombustible or ignition-resistant cladding, detailed continuously from the foundation up.
The detailing matters more than the material. A compliant siding product installed over an uninterrupted path to framing does not perform as tested.
Windows and glazing
Multi-pane glazing with a tempered exterior pane, or an assembly meeting the equivalent performance standard.
Glass fails under radiant heat before the wall does. Once a window fails, the fire is inside.
Decks and appendages
Ignition-resistant or noncombustible decking, with attention to what is stored underneath.
Attached decks act as an ignition bridge to the structure.
Defensible space
Vegetation management zones around the structure, maintained rather than merely established at final inspection.
The building code governs the building. Defensible space governs whether the building is ever tested.
What it adds, and who pays for it
Chapter 7A compliance adds roughly 12 to 18% to hard construction cost in the Palisades. On a rebuild already running $550 to $950 per square foot before design and site work, that is not a rounding error.
It is also one of the most common omissions from an insurance carrier's replacement estimate. Whether your policy covers it depends on your code-upgrade or ordinance-and-law coverage — a separate bucket with its own limit, and worth reading specifically rather than assuming it sits inside dwelling coverage.
The requirement is not negotiable. Building to the 2026 WUI code is a condition of permitting, so if the coverage is not there, the gap is yours.

Compliance meaningfully improves the odds; it does not eliminate the risk, and defensible space maintenance matters as much as the assemblies.
